The author of The Adventures of Tintin is Herge, who was born in Belgium, so it should be a Belgian animation.

In the book Blue Lotus, there is a French-Chinese bilingual bulletin in which the Japanese army sentenced him to death. The Chinese character in it clearly says "Tintin", so the translation is Tintin. His puppy was translated into an elk.
