What is the balance index of cultivated land occupation and compensation?

The balance of cultivated land occupation and compensation refers to how much cultivated land is occupied by construction, and how much cultivated land with the same quantity and quality should be supplemented by local people's governments. The occupying unit shall be responsible for reclaiming cultivated land corresponding to the quantity and quality of cultivated land occupied; If there are no conditions for reclamation, land reclamation fees shall be paid in accordance with the law, which shall be used exclusively for reclamation of new cultivated land. The balance of cultivated land occupation and compensation is the legal obligation of units and individuals occupying cultivated land.

The index of "occupation and compensation balance" of cultivated land is implemented by the Bureau of Land and Resources in a unified and coordinated manner. At the beginning of each year, the Municipal Bureau of Land and Resources analyzes and forecasts the number of non-agricultural cultivated land occupied by cities and districts, and negotiates with the Municipal Finance Bureau and counties (cities) to determine the adjustment price of cultivated land "occupation and compensation balance" index. After the approval of the municipal government, the indicators and required plans for the "balance of occupation and compensation" of cultivated land will be issued to all districts, and an agreement on reclamation projects will be signed with relevant counties (cities).
