Shanglian; The seventeenth kind of Yin Gong enjoys official worship, the second part; What does it mean to inherit 3,000 years of civilization?

This is the couplet in front of the Central Primary School in Berlin, fuding city, which is located in Wenchang Pavilion in Xiping, Berlin.

The following is my personal understanding

Seventeen Yin Gong refers to the Emperor Wenchang, from Yin Wen, the Emperor of Wenchang: The emperor said: I am a scholar-bureaucrat in the 17th century, and I have never abused the people. I (Emperor Wenchang) was a local official in the 17th century, and I never mistreated the people and subordinates.

Emperor Wenchang is a god who must be sacrificed every year under the ancient imperial examination system, and is in charge of the future of scholars, including civil servants. Therefore, in ancient times, there were officials responsible for offering sacrifices, divination and organizing celebrations.

The second part is about cultural inheritance, but I don't know what it means. It means warm water, and webbed feet such as ducks and geese are called webbed feet. Because it is a couplet in front of the school, the meaning is easier to understand.
