What is the relationship between Liu Heng and Liu Ying?

Liu Ying is Liu Heng's eldest brother.

Liu Ying, born of Emperors Lu, was the eldest son of Emperor Gaozu Liu Bang (Emperor Gaozu I had eight sons) and the second emperor of the Western Han Dynasty. He succeeded to the throne at the age of sixteen.

Liu Heng was the fourth son of Liu Bang, the emperor of the Han Dynasty (180 ~ 157 reigned), his mother Ji Bo, the younger brother of Liu Ying, the Emperor of the Han Dynasty, and the fifth emperor of the Western Han Dynasty.

When Liu Yinggang ascended the throne, he resumed the original policy of fifteen taxes and one tax by imperial decree. Because when Liu Bang was in power, in order to quell the rebellion at home and meet the Huns abroad, some taxes were increased. When Liu Ying was here, the civil strife had been settled, and the Xiongnu no longer harassed the border because of the kinship policy. Liu Ying also encourages farmers to work hard and exempt those who have made achievements from corvee. In order to increase the population, Liu Ying also ordered to urge folk women to get married as soon as possible.

If a woman doesn't get married at the age of fifteen, she has to pay five times the tax (it's a poll tax for adults, and everyone pays 120 yuan, which is a calculation). Hui Di has also greatly relaxed its original policy of restricting businessmen in order to promote business development and increase national income.
