After the announcement of the results of the college entrance examination, Zhang Zhibo scored 577 points in the culture course, which met the requirements of Xiamen University for the admission of high-level sports teams in 20 17.

However, while waiting for the university admission notice, on June 29th this year, his parents received a phone call from Zhejiang Education Examinations Institute that "Zhang Zhibo did not meet the requirements for entering the exam" and refused to apply.

Not filing

Not applying means that Zhang Zhibo can't go to college. Anxious parents rushed to Hangzhou to Zhejiang Education Examinations Institute the next day.

In Zhejiang Education Examinations Institute, Zhang Zhibo's father, Zhang Junjian, was told that according to the Measures for Recruiting High-level Athletes in Colleges and Universities issued by the Ministry of Education on 20 10, high-level athletes must be "people who have graduated from senior secondary education schools, obtained the national second-class athlete certificate (above) and won the top six in collective events or the top three in individual events in high school". However, Zhang Zhibo only has the national second-class athlete certificate, which is not "the top six main players of collective events or the top three main players of individual events in senior high schools at or above the provincial level", so it "does not meet the application conditions listed by the Ministry of Education".

It is understood that Zhang Zhibo began to practice martial arts at the age of five. In high school, he won the fourth place in the second class of traditional boxing juvenile in the 15th National Wushu School Routine Competition, and thus won the national second-class athlete certificate.

Zhejiang Education Examinations Institute believes that although Zhang Zhibo has a national second-class athlete certificate, he only won the fourth place in the national competition, which does not meet the registration requirements.

In this regard, Zhang Junjian said he could not agree. In his view, Zhang Zhibo's application conditions meet the requirements of Xiamen University's enrollment brochure, and his application qualification not only passed the exams and special tests of Xiamen University, but also passed the exams and special tests of Zhejiang Education Examinations Institute. In particular, the special entrance examination for "high-level sports teams" can only be taken through the two examinations, which shows that Zhang Zhibo has complete application materials, meets the application conditions stipulated by Xiamen University and Zhejiang Education Examinations Institute, and has corresponding application qualifications.

Zhang Zhibo was included in the first-instance qualified list of 20 17 high-level sports teams announced by Xiamen University on February 20th and the qualified candidate list of 20 17 high-level sports teams announced on March 7th.

On March 23rd, Zhejiang Education Examinations Institute published the List of Qualified Candidates for Special Enrollment of Physical Education Major and Special Test of High-level Athletes in Colleges and Universities, and Zhang Zhibo's name was also published.

Since then, Zhang Zhibo's name appeared on the "Sunshine College Entrance Examination" platform of the Ministry of Education and the "List of Qualified Candidates for High-level Sports Teams in Colleges and Universities in 20 17" of Zhejiang Education Examination Network on June 2/0.

The "20 17 List of Qualified Candidates for High-level Sports Teams in Colleges and Universities (Xiamen University)" published by the "Sunshine College Entrance Examination" platform of the Ministry of Education shows that "it has passed the provincial recruitment examination where the students are located".

Why can I pass the audit again and again?

Zhang Junjian believes that if you don't meet the application conditions, as the initial procedure for qualification recognition, why can the examination of the application qualification be passed, and the subsequent publicity can still be passed without being discovered again and again?

The "20 17 Zhejiang College Entrance Examination Registration Method" clarifies that the registration of candidates is divided into two steps: online entry of registration information and on-site confirmation of registration information. At the same time, it is stipulated that "all candidates who have completed online registration according to the regulations must go to the selected on-site confirmation point for on-site confirmation within the specified time, and go through the formalities of registration qualification examination, payment, camera shooting, fingerprint collection, information review and confirmation, etc. Without on-site confirmation, the online registration information is invalid.

The "Measures" also require that "the admission examination institutions at all levels should conscientiously perform the duties of examining candidates' registration qualifications, strictly examine candidates' registration qualifications according to the registration conditions, and guide candidates to carefully verify the registration information such as name, household registration and ID number to ensure accuracy."

Zhang Junjian said that Zhang Zhibo strictly followed the requirements from online registration, on-site confirmation of registration, subsequent special tests and publicity. Now the college entrance examination is over, and at the last moment of college admission, I was told that I failed. How do candidates bear it?

The real problem is that this candidate has missed the opportunity to apply for other institutions.

A lawsuit has been filed with the court.

Xiamen University replied to Zhang Zhibo that "a letter has been received from Zhejiang Education Examinations Institute, informing you that the candidates of high-level sports teams submitted by your school do not meet the requirements for entering the exam", and the letter also told Zhang Zhibo that the admission requirement in the enrollment brochure of high-level sports teams of this school is that "candidates who are selected for class B qualification in our school must take the college entrance examination organized by the province where the candidates are located, and their cultural achievements in the college entrance examination meet the requirements for admission. After publicity, they have no objection, and with the approval of the provincial admissions department where the students are located, our school will admit and arrange them.

Zhang Junjian said that Zhang Zhibo took part in the college entrance examination in Zhejiang Province and scored 577 points, which was a fraction of the college entrance examination in Zhejiang Province and exceeded the score requirement of Xiamen University. It was publicized on the "Sunshine College Entrance Examination" platform of the Ministry of Education "20 17 List of Qualified Candidates for High-level Sports Teams in Colleges and Universities (Xiamen University)" and also passed the examination of the Provincial Admissions Office. No one is against propaganda.

It is reported that regarding Zhang Zhibo, Xiamen University also sent a special letter to Zhejiang Education Examinations Institute, saying: "The student scored 85.26 points in the professional test of Wushu events of high-level sports teams in our college, reaching the minimum control score of 75 points for the second-line admission qualification of Wushu Class B. After discussion by the school enrollment leading group, the candidate was selected as the B-level qualification of high-level sports teams in our school. After publicity, there was no objection, and it was finally determined that the candidates were qualified for the B-level second-line admission of my high-level sports team. "

However, Zhejiang Education Examinations Institute said that they can only strictly implement the document requirements.

At present, Zhang Zhibo brought a lawsuit to the Xihu District People's Court in Hangzhou on the grounds that Zhejiang Education Examinations Institute "refused to send the plaintiff's student status file to Xiamen University without factual and legal basis, which constituted a refusal to perform legal duties".
