Is it illegal to send fortune-telling advertisements?

How is it that Baidu homepage deletes the advertisement of fortune telling?

Baidu recommends the following methods to turn off advertisements:

1. First, find Baidu app in your mobile phone and open it.

2. Then on the main page of Baidu, we click the last "My" option in the bottom column.

3. In the My option, we slide down and click Settings in the last column.

4. Then click Privacy Settings in Settings.

5. There is a "programmed advertising setting" in the privacy settings, so let's click it.

6. Finally, turn on "Programmatic Advertising Interception".
