1998 lost to Democratic Progressive Party-nominated Xie Changting by more than 4,600 votes in the re-election of Kaohsiung Mayor. During the campaign, both sides tried their best to discredit their opponents. Chen Chunsheng, then a member of the Kaohsiung City Council of Democratic Progressive Party, set off an "affair tape storm" (then Chen Chunsheng joined the Kuomintang).
