According to official website information of Lanzhou Municipal People's Government, in 2009, in order to promote urban development, Lanzhou Municipal Government decided to include Quanlan County in Lanzhou New District and become a part of Lanzhou New District. Lanzhou New District governs 6 towns, 73 administrative districts and villages in Yongdeng and Quanlan counties, namely Zhongchuan Town, Qinchuan Town, Shangchuan Town, Shuping Town, Xicha Town and Shuifu Township. Lanzhou New District is a national new district under the jurisdiction of Gansu Province. It is an important economic growth pole in the northwest region determined by the State Council, an important industrial base of the country, an important strategic platform for opening to the west, and a demonstration area for undertaking industrial transfer.
