Can Guangzhou people understand Xinyi dialect?

I don't understand. According to official website, there are many notional words in Xinyi dialect that need to be changed. Although there is tone sandhi in Guangzhou dialect, it is far less common and regular than Xinyi dialect. Xinyi vernacular is an accent with local characteristics. Cantonese is pure in Guangzhou and Hong Kong, and all regions have accents, so people in Guangzhou don't understand it, so they believe it.
