Tongliao belongs to Zhelimu League in Inner Mongolia. Tongliao City is located in the eastern part of Inner Mongolia Autonomous Region, in the hinterland of Horqin Grassland. Its predecessor was Zhelimu League (meaning saddle circumference in Mongolian). Founded in 1636 (the first year of Qing Chongde), 1999 was approved by the State Council.

Tongliao City is located in the mid-latitude, and belongs to the mid-temperate arid and semi-arid continental monsoon climate, with many droughts and strong winds in spring, concentrated high-temperature rainfall in summer, short and cool autumn, rapid temperature drop, frost in the north and late in the south, and long and cold winter.

Tongliao City's water system consists of West Liaohe River System, Liuhe River System, Daling River System, Nenjiang River System and East Liaohe River System, in which the area of West Liaohe River Basin accounts for more than 60% of the city's total area.
