Interim Provisions of Heilongjiang Province on Banning Witch Activities

Article 1 In order to strengthen the construction of socialist spiritual civilization, maintain social order, protect the safety of people's lives and property, and prohibit feudal superstitious activities such as gods and witches, these Provisions are formulated in accordance with the relevant laws and regulations of the state and the actual situation of this province. Article 2 Any feudal superstitious activities such as fortune-telling, divination, smoking stickers, seeing houses of Yin and Yang, seeking immortals and worshipping gods, seeking medical treatment, playing tricks, exorcising demons and exorcising evil spirits are carried out in this province. And using feudal superstition to spread rumors and mislead people, which are not serious enough for criminal punishment, shall be punished in accordance with these provisions.

Article 9 The penalty adjudication procedure shall be implemented in accordance with Chapter IV of the Regulations of the People's Republic of China on Administrative Penalties for Public Security. Tenth violation of these provisions constitutes a crime, criminal responsibility shall be investigated by judicial organs according to law. Eleventh these Provisions shall be interpreted by the Heilongjiang Provincial Public Security Department.
