If people gather to commit the acts mentioned in the preceding paragraph, the ringleaders shall be detained for more than 10 and less than 15, and may also be fined less than 1000 yuan.

Article 21 of the Fire Prevention Law of People's Republic of China (PRC) prohibits smoking and using naked flames in places with fire and explosion hazards. If it is necessary to carry out open flame operation due to special circumstances such as construction, it shall go through the examination and approval procedures in advance in accordance with the regulations and take corresponding fire safety measures; Operators shall abide by fire safety regulations. Personnel engaged in electric welding, gas welding and other operations with fire hazards and operators of automatic fire control systems must hold relevant certificates and abide by fire safety operation procedures.
