Does divination charge count as fraud?

Objectively speaking, it is fraud, because divination is fraud whether you intentionally cheat or not. If divination is true, why do countries and enterprises need so many analysts and think tanks? Their analysis results are not necessarily correct. Can't we train more diviners?
