How are the rules for drawing lots by groups in the World Cup made?

Confirm the division standards of teams at all levels. As usual, the World Cup finals with 32 teams will be divided into eight groups with four teams in each group. All participating teams will also be divided into four grades and seated accordingly. In order to prevent the strong teams from meeting prematurely, the eight teams with the highest level will become the seed teams, ranking first. Another principle of group drawing is that teams from the same continent should avoid being in the same group unless they are in Europe.
