What does it mean for a Buddhist master to break through the encirclement?

Who is the master?

At present, there are 16 eminent monks and great virtues in China, all of whom are on the surrender side of Xiu De, but no one dares to claim to be a master.

Teachers are extremely sensitive to the word "master" and are not allowed to call themselves masters. A person who can be worthy of the title of master must be at least a monk of Yin Guang master level.
