Article 1 In order to standardize the implementation of the forest right system, protect and develop forestry resources, practice the concept that beautiful scenery is precious wealth, and promote the construction of ecological civilization, these Regulations are formulated in accordance with the Forest Law of People's Republic of China (PRC) and other relevant laws and administrative regulations, combined with the actual situation of this province.

Article 2 These Regulations shall apply to the implementation of the forest right system within the administrative area of this province.

(5) Deepen the reform of collective forest right system and state-owned forest farms, encourage forest farmers to transfer forest land management rights in the form of shares, and promote forest farmers' income;
