Haicheng belongs to Anshan City, Liaoning Province.

Haicheng and Anshan are county-level cities. Located in the hinterland of Liaodong Peninsula, in Shenyang Economic Zone, it is adjacent to Anshan, the capital of steel, and Shenyang, the provincial capital in the north, Yingkou and Dalian, the capital of coal and iron in the south, Dandong, the border city in the east, and Panjin, an emerging oil field city, across the river in the west. The whole territory covers a total area of 2,732 square kilometers, and governs "two cities and two towns" such as Tengao New City, Haixi New City, Niuzhuang New City and Shimu New City.

By the end of 2008, Haicheng had four streets, namely Haizhou Street, Xinghai Street, xiang tang Street and Dongsi Street, and 2 1 town: Gushan Town, Chagou Town, Wenjie Town, Shimu Town, Mafeng Town, Pailou Town, Yingluo Town, Bali Town, Mao Qi Town, Wangshi Town, Nantai Town and West Jin Ryu Town.

Topography and resources

The landform of Haicheng is complex, with mountains, hills, plains and depressions, high in the southeast and low in the northwest, and inclined from east to south to northwest. Most of the eastern mountainous areas and hilly areas are between 60 and 500 meters above sea level, and the western plain gradually descends from 60 meters above sea level to the Hunhe and Taizihe plains. The western plain is alluvial by Haicheng River and Wudao River, and the transition zone between the foothills and the plain is mostly hilly.

Haicheng is rich in mineral resources. Up to 20 13, China has proved more than 40 kinds of metallic and nonmetallic minerals, which is one of the regions with the largest proven reserves of magnesite and talc in the world, of which the reserves of magnesite reach 2.6 billion tons, accounting for14 of the world. The proven reserves of talc are 57 million tons. Up to 20 13, Haicheng has Guo Yi10.7 million mu and cultivated land10.48 million mu.
