Did the fake monk violate the law by forcing alms?

At present, the relevant regulations that China abides by are the Regulations on Religious Affairs issued by the State Council Order No.426 on March 1 2005.

Article 20 stipulates that sites for religious activities may accept donations from citizens in accordance with religious habits, but they may not be forced or apportioned. Non-religious organizations and places for non-religious activities shall not organize or hold religious activities, and shall not accept religious donations.

In other words, even regular Buddhist ordained monks are not allowed to beg and give alms outside religious activities. If you meet a monk who is begging for alms from you in the street, at home and other non-religious places, no matter whether his identity is true or not, it is against this rule.

In addition, the articles of association of the Buddhist Association also have relevant explicit provisions.
