Why is there no ICBC in Lhasa?

Before 1984, there was only one bank in China, namely China People's Bank, the predecessor of China Industrial and Commercial Bank. The People's Bank of China began to exercise the functions of the central bank and stopped engaging in the business activities of commercial banks. In addition, China Industrial and Commercial Bank was newly established to undertake the commercial banking activities of the former People's Bank. On this basis, Agricultural Bank, China Construction Bank and the newly established Bank of China are divided by specialty. China Industrial and Commercial Bank is responsible for industrial and commercial liquidity business, Agricultural Bank is responsible for agricultural business, China Construction Bank is responsible for national infrastructure construction business, and China Bank is responsible for overseas business, thus forming four state-owned professional banks in China. Due to economic development and other reasons, when the Industrial and Commercial Bank of Tibet was separated, all its outlets and personnel were incorporated into the Agricultural Bank of China. Since then, Tibet has become the only province in China without the Industrial and Commercial Bank of China.
