Why doesn't Lianzhou recognize Qingyuan?

Administrative divisions are independent.

Lianzhou and Qingyuan are both prefecture-level cities under the jurisdiction of Guangdong Province, China, and Lianzhou and Qingyuan have no administrative affiliation. Lianzhou does not recognize Qingyuan not because there are some contradictions or disputes between Lianzhou and Qingyuan, but because the two cities are independent in administrative divisions.
