First, Buddha can't change jobs for all beings. Second, the Buddha cannot transcend those who have no chance. Third, the Buddha can't pass the unbelievers. Although rain is wet and rootless, any external cause will play a role through internal cause. For us, Buddha is an external cause, and he really can't pass those who have no chance. For example, when we were drowning, he reached out to save us. We don't believe that he is saving us or that he can save us. Anyway, we don't want to contact him ... learning Buddhism is the same as life. Good teachers are willing to teach again, but students refuse to learn. Teachers can't use magic to make students knowledgeable. Buddha is not a mysterious and omnipotent "immortal" in primitive folk beliefs, and it is impossible to magically turn us into like him. What he can do can only teach us a theory and method, but he can't "create or invent anything" for us.

Of course, Buddhism often talks about "everything is impermanent", and karma is not a fixed thing. There is absolutely nothing fixed in the world, everything is moving and developing. As long as we have a heart longing for truth, goodness and beauty and the ultimate pursuit of wisdom and truth, we are "predestined friends". When opportunity and cause and effect are ripe, they will yearn for and trust Buddhism, and naturally they will be led by Buddhism. No chance is not insulation, but no chance at the moment.
