Huanren County decided to build the present Huanren County into a new "Eight Diagrams City" in 20 to 50 years. At present, the west gate "Chaojingmen" and the south gate "Yingxunmen" of "Bagua City" have started construction.

According to historical records, in 1877, reclamation in Liaodong increased the local population in Huanren, and local bandits often harassed the people and plundered property. The Qing government finally approved the establishment of a county in Huanren (then called Huairen).

So where is the county seat built? Zhang Yue, a native of Henan, who was in charge of the construction, found that the two rivers at the intersection of hadad river and Hunjiang formed an "S" natural Taiji diagram, so he decided to build the county seat on the anode of the natural Taiji diagram on the east bank of Hunjiang River (on the eyes of yin and yang fish) and build it according to the eight diagrams.
