Provisions of Nanning Municipality on the Administration of City Squares (revised on 20 10)

Article 1 In order to strengthen the management of city squares, maintain the order of city squares, and keep the environment of city squares clean and square facilities intact, these Provisions are formulated in accordance with the Regulations on the Administration of City Appearance and Environmental Sanitation, the Measures for the Implementation of the Regulations on the Administration of City Appearance and Environmental Sanitation in Guangxi Zhuang Autonomous Region and other laws and regulations, and combined with the actual situation of our city. Article 2 The term "city square" as mentioned in these Provisions refers to an open place within the administrative area of this Municipality, which is green and bright, with complete public facilities and a certain scale, for citizens to relax, entertain and enjoy.

The management area of the city square shall be designated by the people's government of the city or county (district), and signs shall be posted in the prominent position of the city square for publicity. Article 3 All units and individuals who enter the management area of city squares shall abide by these provisions. Article 4 The principle of unified management and graded responsibility shall be implemented in city squares.

The municipal administrative department of urban management is the administrative department of the city square, and its subordinate city square management institutions are specifically responsible for the daily management, facility maintenance, sanitation and greening maintenance of the city square.

County (District) city square administrative department is responsible for the supervision and management of other squares within its jurisdiction.

Culture, sports, public security, environmental protection and other relevant departments shall, according to their respective responsibilities, do a good job in the supervision and management of city squares. Fifth units and individuals entering the city square should pay attention to public health, abide by social morality and garden guidelines, and consciously care for the flowers, trees and facilities in the city square. Article 6 Fountains and outdoor lighting in city squares shall be turned on or off as required. Seventh city square facilities should be kept intact and ensure safety. If the ground is damaged or the facilities are damaged, the city square management institution shall repair it in time.

City square management agencies should strengthen the management and maintenance of green vegetation in the square, and keep the environment clean and tidy. Eighth units and individuals entering the city square, should consciously safeguard the social order of the square. The following acts are prohibited in the square:

(a) fighting, drinking, picking fights or inciting trouble;

(two) fortune telling or other feudal superstitious activities;

(3) illegal assembly and procession;

(4) Gambling or gambling in disguise;

(5) Other acts disturbing public order. Ninth units and individuals entering the city square, should consciously maintain the management order of the square. The following acts are prohibited in the square:

(a) damage to water facilities, fitness facilities, telecommunications facilities, lighting facilities, bulletin boards, sculptures, signs and other public facilities;

(2) juggling and performing arts;

(3) Off-store operation and unlicensed operation;

(four) motor vehicles and non-motor vehicles (except strollers and wheelchairs) drive or park in the square free of charge;

(five) other acts that disrupt the management order of the square. Tenth units and individuals entering the city square, should consciously care for green space and greening, environmental sanitation facilities. The following acts are prohibited in the square:

(a) spitting, urinating or littering, dumping waste;

(two) trampling on flower beds, green spaces and lawns;

(3) Stealing, damaging or carving flowers and trees, picking flowers and fruits;

(four) in the green space, piling up debris, digging soil;

(five) theft, damage or removal of closed municipal, greening and environmental sanitation facilities or change the nature of their use;

(six) other acts of destruction of green space and greening facilities. Eleventh units and individuals entering the square, should consciously keep the square environment clean and harmonious. The following acts are prohibited in the square:

(a) graffiti on buildings, structures, sculptures or other public facilities;

(2) Hanging and drying articles;

(three) carrying dogs and other pets into the house;

(4) catching or hurting pigeons in the square;

(5) lying or sleeping anywhere;

(six) bathing or washing in fountains and pools, throwing things, etc. ;

(seven) other acts that affect the appearance of the square. Twelfth in the square to engage in the following activities, must be approved by the administrative department of the city square:

(a) entertainment, sports and other mass activities and commercial activities;

(two) distributing and hanging slogans, banners, inflatable balls and other promotional materials and advertisements;

(three) the establishment of public services and commercial facilities;

(four) other temporary use of the square activities. Thirteenth temporary use of city square shall submit the following materials to the administrative department of city square:

(a) an application, the contents of which shall include the time, duration, region, purpose and number of people;

(two) to participate in the city square activities of more than two hundred people, and submit the audit opinions of the public security department;

(three) other materials required by the administrative department of the city square. Fourteenth temporary use of city square should apply to the administrative department of city square five working days in advance, and the administrative department of city square should make a decision on whether to approve the use within three working days and reply to the applicant. Fifteenth approved temporary use of city square units and individuals shall carry out activities in accordance with the approved content and scope.

Temporary use of the square shall be paid in accordance with the scope and standards approved by the price administrative department, and all the expenses shall be turned over to the finance, which shall be earmarked for the daily management and maintenance of the city square. If you need to use electricity or water in the square, you should also pay the corresponding water or electricity fee.

With the approval of the administrative department of the city square, public welfare activities can reduce the related expenses.
