Xinglong County is located at the southernmost tip of Chengde City, Hebei Province, at the junction of Beijing, Tianjin and Tangshan into four cities, adjacent to Pinggu District of Beijing, Miyun District, Jizhou District of Tianjin, Qianxi County of Tangshan City and zunhua city, and "one county is connected with three provinces". The county seat is away from Beijing 165km, Tianjin 170km and Tangshan 150km.

Xinglong County was founded in the 18th year of the Republic of China (1929). The total area of Xinglong County is 3 123 square kilometers, and the mountainous area accounts for 84%. It is a mountainous county with nine mountains, half water and half fields. The county governs 15 towns, 5 townships and 289 administrative villages with a total population of 320,000.
