Chapter I General Provisions Article 1 In order to strengthen the management and utilization of the east-west main canal of Qinzhou Youth Gate, improve the ecological environment of the east-west main canal of Youth Gate and its surrounding areas, ensure the ecological landscape, leisure, water supply, irrigation and drainage functions of the east-west main canal of Youth Gate, and promote the improvement of urban quality, these Regulations are formulated in accordance with the Water Law of People's Republic of China (PRC). Article 2 The East-West trunk canal of Youth Gate as mentioned in these Regulations refers to the East trunk canal and West trunk canal of Youth Gate in the main urban area of this Municipality (including the West trunk canal, Jianshan trunk canal and Kangxiling trunk canal) and their ancillary facilities.

Article 3 These Regulations shall apply to activities such as protection, management, utilization and supervision within the scope of management and protection of the East-West Main Canal of Youth Gate. Article 4 The management and utilization of the east and west main canals of Youth Gate shall follow the principles of scientific planning, comprehensive management, rational utilization, government leading and public participation. Article 5 The Municipal People's Government shall be responsible for organizing the implementation of these Regulations, establishing and improving the management system and coordination mechanism, and solving major problems in management and utilization in a timely manner.

The Municipal People's Government shall incorporate the management and utilization of the East-West Main Canal of Youth Gate into the national economic and social development plan of the administrative region, and incorporate the management and utilization funds of the East-West Main Canal of Youth Gate into the fiscal budget at the corresponding level.

The district people's governments and town people's governments and sub-district offices along the main canal shall, in accordance with the requirements of the Municipal People's government, do a good job in the management and utilization of the main canal. Article 6 The municipal water administrative department shall be responsible for the unified supervision and management of the management and utilization of the east and west main canals of Youth Gate.

The municipal housing and urban-rural construction department is responsible for organizing the design and construction of the ecological landscape leisure project of the East-West Main Canal of Youth Gate.

The municipal urban management department is responsible for organizing, managing and maintaining municipal public facilities, landscaping, environmental sanitation, sewage pipe network, etc.

The municipal administrative department of culture, radio, film, sports and tourism is responsible for excavating, sorting out and interpreting the historical and cultural value of the East-West Main Canal of Youth Gate, and coordinating the responsible person to protect and repair the canal section with historical value and nearby immovable cultural relics.

Natural resources, agriculture and rural areas, finance, transportation and other competent departments shall, according to their respective functions and duties, do a good job in the management and utilization of the east and west main canals of Youth Gate. Chapter II Scope and Planning Article 7 The municipal water administrative department shall, jointly with the municipal departments of natural resources, housing, urban and rural construction and urban management. Within three months from the date of implementation of these regulations, the delineation of the management scope and protection scope of the main canal of the Youth Gate will be completed, and it will be promulgated and implemented after being approved by the Municipal People's Government.

The delineation of the management scope and protection scope of the East-West Main Canal of Youth Gate shall be linked with the preparation and content of the special plan for the management and utilization of the East-West Main Canal of Youth Gate. Article 8 The delineation of the management scope and protection scope of the east-west main canal of Youth Gate shall follow the following principles:

(a) the Youth Gate East-West main canal has a slope toe, and the slope toe line on the left and right sides of the main canal is the management scope; If there is no slope toe, its management scope shall be determined according to the actual situation of the channel project of the East-West Main Canal of Youth Gate and the affiliated land;

(2) The protection scope of the East-West Main Canal of Youth Gate extends outward from the outer edge of the management scope, and the specific boundary is determined according to the needs of the protection and management function of the East-West Main Canal of Youth Gate and the actual control of the construction planning of the East-West Main Canal of Youth Gate. Article 9 The municipal competent department of natural resources shall, jointly with the municipal departments of ecological environment, housing and urban construction, water administration and urban management. , within three months from the date of implementation of these regulations, complete the preparation of the special plan for the management and utilization of the east and west main canals of the Youth Gate, and report it to the Municipal People's Government for approval before promulgation and implementation. Article 10 The following principles shall be followed in the preparation of the special plan for the management and utilization of the east-west main canal of Youth Gate:

(1) Coordinating the development and utilization of waterways and environmental protection is conducive to promoting the construction of ecological civilization and economic and social development;

(two) in line with the national economic and social development planning, land space planning, environmental protection planning, tourism development planning, agricultural development planning and other special planning;

(three) the management and utilization of the main canal shall not reduce the water area of the channel;

(four) give full play to the ecological landscape, leisure and other functions of the main canal. The opinions of the relevant departments in charge of natural resources, water administration and urban management shall be sought in the preparation of other plans involving the east-west main canal of Youth Gate. Chapter III Protection and Management Article 12 The Municipal People's Government shall organize relevant competent departments to set up bulletin boards at the head, end and gate head of the East-West Main Canal of Youth Gate. The bulletin board shall specify the name of the main canal of the Youth Gate, the river range map of the main city, the scope of management, the scope of protection, the prohibited behavior, the way of complaint reporting, etc.

The people's government of a city shall organize the relevant competent departments to set up safety guardrails, warning signs and other facilities in canals, simple bridges, culvert entrances and exits, vertical revetments, gates and other places that flow through densely populated areas such as residential areas, villages, schools, hospitals, markets and parks.
