New Planning of Eastern Planning in Pingyu County, Henan Province

Legal analysis: spatial layout structure of county system: forming a spatial pattern of county development with "one pole, two axes, three districts and four centers".

One-pole core: refers to the growing central city of Pingyu County, which is composed of the current "one city and three districts". The central city of Pingyu County is formed by integrating the construction land of the main villages and towns in the planning area on the basis of the existing county towns and industrial clusters. It is the central area of urban space development in the county, and also the regional radiation center that Pingyu strives to build. It is the main place of population gathering and the gathering area of industrial growth in Pingyu County.

Two main axes: (1) along provincial highway 2 13, within the territory of Jingshe Bridge, Huang Yu Temple, Central City, Xiyangdian and County; (2) Develop the main shaft along the horizontal space of Provincial Highway 333, and pass through Donghedian, Yangbu, Central City and Guolou to the county seat. These two major spatial developments, together with the provincial road S2 16 which passes through the central city and Wanjindian, form a "big" primary development axis in the county, while others are several secondary development axes connecting the towns along the county road. The spatial axis takes the towns along the line as the fulcrum to form a beaded urban development zone, which can realize the close connection with the central city and promote the rapid development of towns and villages along the county.

Four centers: Pingyu central city is the core, provincial highways S333, S2 13, S2 16 and national highway G 106 are the main economic corridors, and four central towns, Donghedian Town, Xiyangdian Town and Sheqiao Town, are mainly developed. Form a hierarchical and orderly spatial development pattern of county towns with central cities as the core.

Three areas: refers to three urban spatial development cooperation areas defined according to the comprehensive consideration of topography, traffic connection and geographical relationship. They are: (1) Central City-Xiyangdian Spatial Development Cooperation Zone: Give full play to the driving role of Central City and Xiyangdian as central towns in the south of the county, covering the existing five towns of Guolou, Litun, Laowanggang, Xindian and Wanjindian, and vigorously promote the construction of basic and social service facilities in the central cities of surrounding villages and towns. (2) Yangbu-Donghedian Spatial Development Cooperation Zone: implement the strategy of "two centers" for Yangbu and Donghedian, promote complementary industrial advantages and enjoy * * * * infrastructure, and lead the rapid development of the eastern part of Pingyu County through border exchanges and regional cooperation. Besides Yangbu and Donghedian Town, the scope also includes Miaowan, Gao Yang Store and Shuangmiao. (3) Sheqiao-Yangcheng Spatial Development Cooperation Zone: Taking advantage of the characteristics of adjacent spatial distance, close geographical relationship and similar industrial categories of the two towns, focusing on the central town of Sheqiao, we will increase the enjoyment of * * * in facilities configuration, water source protection and industrial development, so as to realize regional coordinated development. Besides Sheqiao and Yangcheng Town, the scope also includes Wanzhong, Huang Yu Temple and Crossroads.

The overall urban planning of a municipality directly under the Central Government shall be submitted to the State Council for examination and approval by the people's government of the municipality directly under the Central Government.
