Chapter I General Provisions Article 1 In order to protect citizens' freedom of religious belief, safeguard the legitimate rights and interests of religious citizens, manage religious affairs according to law and maintain social stability, these Regulations are formulated in accordance with relevant laws and regulations and in light of the actual situation of this Municipality. Article 2 These Regulations shall apply to the administration of religious affairs within the administrative area of this Municipality. Article 3 Citizens have freedom of religious belief. No organization or individual may force citizens to believe in or not believe in religion, and may not discriminate against citizens who believe in or not believe in religion. Chapter IV Religious personnel Article 23 The identity of religious personnel shall be confirmed or revoked by religious groups at or above the municipal level in accordance with the conditions and procedures prescribed by this religion, and shall be reported to the municipal religious affairs department for the record.

Religious personnel who have not been identified, filed, resigned or dismissed shall not engage in religious activities as religious personnel. Twenty-fourth religious personnel should love the motherland, abide by laws and regulations, implement the teachings and canon of this religion, and accept the leadership of local religious groups. Twenty-fifth religious personnel shall, in accordance with the duties prescribed by this religion, preside over religious activities, handle educational affairs and participate in democratic management.
