Talent, destiny, blessing and responsibility

The seemingly chaotic world is actually dominated by orderly causal laws. For example, the share of people's fame, status and happiness index in society will not be formed for no reason. If so, who is responsible for the distribution of shares? I think, in the final analysis, it is in our own hands. For example, fate, if you don't do good deeds, accumulate virtue, be unhappy and help others, how can you get a large share of good deeds?
