The first paragraph of Article 99 of the General Principles of the Civil Law clearly stipulates: "Citizens have the right to name, the right to decide, use and change their names according to regulations, and interference, misappropriation or forgery are prohibited." However, the Regulations on the Registration of Geographical Names of the Ministry of Public Security restricts this:

Article 8 A citizen shall take his father's surname or his mother's surname. Both parents' surnames are allowed.

……

Twelfth place names shall not contain the following contents:

(a) Damaging the dignity of a country or nation;

(2) Violating national customs;

(three) easy to cause adverse reactions or misunderstandings of the public.

Thirteenth place names shall not use or contain the following words, letters, numbers and symbols:

(1) Simplify traditional Chinese characters;

(2) Variant characters that have been eliminated, except for variant characters in surnames;

(3) self-made words;

(4) foreign languages;

(5) Chinese phonetic alphabet;

(6) Arabic numerals;

(7) symbols;

(eight) other languages beyond the scope of Chinese characters and minority languages.

Fourteenth in addition to the use of national languages or in accordance with the provisions of Article 6 and Article 11, the name should be written in two or more Chinese characters.

Some people think that the Regulations on Name Registration, as a departmental regulation, conflicts with the General Principles of Civil Law.
