In the Qing Dynasty, why did Taoist priests keep their clothes and hairstyles?

In the Qing dynasty, Taoist priests were the last ones to be clean, and they kept the costumes and hairstyles of the Han nationality. As for why Taoist priests don't have to leave that ugly "suncus murinus pigtail", the biggest reason is naturally the emperor's promise, that is, the emperor shunzhi agreed that Taoist priests can grow their hair without shaving their heads and leaving pigtails. But this history is rather vague, and there are three kinds of statements:

Statement 1: The folk saying is "Ten Shun and Ten Inverse"

There is a saying among the people in the Qing Dynasty that Confucianism follows Buddhism rather than Taoism. In order to obey the emperor's orders, Confucianism must shave off its hair, leave an ugly ponytail and wear Manchu costumes to show its determination to be loyal to Manchu. Monks in Buddhism and Taoism, on the other hand, don't have to abide by secular rules, but can keep their bald heads and long hair and wear their original robes and Taoist robes.

Statement 2: Take appeasement measures to win over religions.

After the Qing army entered the customs, the opposition among the people was very fierce, especially the regulation of shaving and changing clothes. "Parents dare not harm the skin, and filial piety begins." The idea of wanting to violate it has aroused many people's dissatisfaction and resistance. So all kinds of civil resistance organizations began to act, threatening the status of Manchu. Therefore, in order to fundamentally quell the disaster, the emperor began to adopt a soft and inclusive strategy to win over Taoism and Buddhism, while allowing them to keep their own clothes and costumes.

Statement 3: Taoist Zhang Tianshi meets the emperor shunzhi.

When the Qing army first entered the customs, Taoist priests also needed to shave their hair. In order to keep the tradition of Taoist priests, Zhang Tianshi went to see the emperor shunzhi at that time, and proposed to improve the robes, incorporate some Manchu styles, and transform the mixed towel and Sanqing collar. It is normal for young rebellious the emperor shunzhi to agree to this request in order to get the support of Taoism in the Central Plains.
