Article 1 In order to strengthen urban management, comprehensively rectify dirty, chaotic and poor phenomena, and enhance citizens' awareness of health and civilization, and build our city into a national sanitary city, these measures are formulated in accordance with relevant laws and regulations and combined with the actual situation of our city. Second units and individuals in the urban areas of this Municipality must abide by these measures. Article 3 The mayor shall be responsible for the renovation of the city appearance and environment.

The Municipal Urban Management Committee (hereinafter referred to as the Municipal Urban Management Committee) is responsible for organizing the implementation of these measures.

District, county (city) people's governments and municipal sanitation, health, public security, construction, environmental protection, planning, gardening, industry and commerce, transportation and other departments and news units shall, within the scope of their duties, work together to improve the urban appearance and environment. Article 4 The renovation of city appearance and environment shall follow the principles of unified organization and leadership by the government, individual responsibility, comprehensive guarantee, comprehensive management and relying on the masses, standardize management behaviors and strengthen management means. Fifth citizens of this Municipality shall consciously abide by laws, regulations and rules, and have the right to report violations of these measures. Citizens shall abide by the following provisions:

1. No swearing, spitting, littering, damaging public facilities and violating traffic laws.

Second, don't scribble, scribble, paste or carve in public places.

Three, do not stop, misplace vehicles, do not cross the roadway guardrail.

4. Don't smoke in public places with no smoking signs.

9. Don't spit, throw or dump outside the car when riding. Sixth city appearance and environmental improvement should be done:

First, the main and secondary roads in urban areas are cleaned all day and the domestic garbage is bagged. The garbage removal rate is 100%.

Two, in urban roads, streets, urban and rural areas must eliminate the dead corner of health, radical sewage overflow.

III. Hygienic qualification rate of units and shops along the street 100%.

Four, organs, organizations, military units, enterprises and institutions must meet the standards in front of the door, and the health compliance rate is 100%.

Five, rectify the traffic order, standardize the vehicle driving route and vehicle parking spots.

Six, prohibit swimming and open-air food stalls on the main road.

Seven, standardize the advertising signs of high-rise buildings and structures on both sides of the road in the business district.

Eight, to ensure that the urban river is basically free of dirty debris and floating objects.

Nine, conditional areas and units should set up green spots and build "garden-style units", and the green coverage rate should account for 25% of the total land area.

Ten, it is strictly prohibited to occupy the road, shops along the street shall not occupy the road or set up stalls.

Eleven, strengthen civilized construction and construction waste management, improve the comprehensive intact rate of municipal facilities.

Twelve, adhere to the civilized window service commitment system, enhance the effectiveness. Seventh city, district, county (city) news media, should start with the knowledge of caring for the city appearance and environment, increase publicity and education, so that everyone knows the necessity of rectifying the city appearance and environment. Enhance all citizens' awareness of provincial capital, environment, participation and social morality.

Yunyan and Nanming District Governments issued a Notice of Rectification to units and self-employed individuals with outstanding dirty, chaotic and poor phenomena, and ordered them to rectify within a time limit, and the news department exposed them. Eighth urban management departments and sanitation departments should organize large-scale urban voluntary labor; Widely mobilize the masses to participate in patriotic health activities such as "weekend health day", "clean up white pollution" and "clean up dirty green space"; Organize forces to inspect and supervise the environmental sanitation status of the main road sections, window units, busy lots, residential quarters, parks and rivers in the city. Ninth should be comprehensive improvement of the city appearance environment, the specific requirements are:

First, the main roads such as Zhonghua Road, Zunyi Road, Dusi Road, Zhongshan Road, Yan 'an Road, Beijing Road and Ruijin Road should be comprehensively rectified. Set up ice maker or quantitative shed reasonably; Rectify traffic order, ban car-washing stations that occupy roads, and standardize vehicle driving routes and parking spots; Strictly control and stop all kinds of noises that affect citizens' lives; Strictly manage two-wheeled motorcycles and disabled motor vehicles to enter the urban area.

Four, unauthorized occupation, excavation of urban roads, bridges and culverts, drainage facilities and damage to sanitation facilities, transportation facilities, the impact of urban environmental sanitation units and individuals, by the Municipal Urban Management Committee, the municipal traffic police detachment to clean up.

Five, no parking in the driveway. For two-wheeled motorcycles and disabled scooters, the Municipal Traffic Police Detachment and the Municipal Passenger Transport Management Office shall implement strict management in accordance with the relevant provisions of the municipal government.

Six, all kinds of vehicles with untidy appearance are not allowed to enter the city.

Eight, the industrial and commercial departments should check the business licenses of all kinds of street business points that have been approved, and the business units or individual operators must operate in the approved places.

Nine, sleeping on the street, begging along the street, fortune telling, by the city, district, county (city) public security departments, civil affairs departments for education, guidance, repatriation and banned.

X. Stairs, handrails, walkways and balconies in residential courtyards and public * * * passages should be kept clean and tidy, and there is no sanitary dead angle. The "three guarantees" in front of the door should be implemented to ensure that public * * * passages are free from disorderly stacking of articles and crowding.
