Shangcheng County is located in the southeast of Henan Province, at the northern foot of Dabie Mountain and at the junction of Hubei, Henan and Anhui provinces. It is an old liberated area, a mountainous area, a reservoir area and a national poverty-stricken county with a total area of 2 1.30 square kilometers, and governs 23 townships (offices) and 370 villages (residences).
