Chapter I General Provisions Article 1 In order to cultivate and practice the socialist core values, carry forward the volunteer spirit of dedication, friendship, mutual assistance and progress, develop volunteer service, guide, encourage and standardize volunteer service and related activities, safeguard the legitimate rights and interests of volunteers, volunteer service organizations and volunteers, encourage and standardize volunteer service, and promote the institutionalization of learning from Lei Feng, Article 2 These Measures are applicable to the Regulations on Volunteer Service and the Regulations on Volunteer Service in Henan Province.

The term "voluntary service" as mentioned in these Measures refers to the public services provided by volunteers, voluntary service organizations and other organizations for others and society voluntarily and free of charge. Article 3 To carry out voluntary service activities, we should be close to reality, life and the masses, follow the principles of voluntariness, free of charge, equality, honesty and legality, and must not violate social morality, harm public interests and the legitimate rights and interests of others, or endanger national security. Article 4 People's governments at all levels shall incorporate the development of voluntary service into the national economic and social development plan, promote the development of voluntary service, actively provide financial and policy support, and promote the development of voluntary service in a wide range of coverage, levels and fields. Fifth city and county (city, district) spiritual civilization construction guidance institutions shall establish a voluntary service coordination mechanism, volunteer service will be included in the assessment content of mass spiritual civilization creation activities, and be responsible for the overall planning, coordination and guidance, supervision and inspection and experience promotion of the city's voluntary service.

The civil affairs departments of the people's governments of counties (cities, districts) shall be responsible for the management of volunteer services such as the registration of volunteers, the registration of volunteer service organizations, and the investigation and punishment of related illegal acts within their respective administrative areas.

Education, human society, finance, culture, health, trade unions, the Communist Youth League, women's federations, associations for science and technology, disabled persons' federations, law societies and other relevant departments, people's organizations and mass organizations should give full play to their respective advantages and do a good job in voluntary service.

Township people's governments and sub-district offices are responsible for organizing, coordinating and promoting voluntary service in this region. Article 6 The whole society should respect the work of voluntary service organizations and volunteers and vigorously carry forward the spirit of voluntary service. Encourage all sectors of society and citizens to participate in voluntary service activities. Article 7 Volunteer service is the assessment content of all kinds of spiritual civilization creation activities such as creating civilized cities, civilized villages and towns, civilized campuses, civilized families and civilized communities. Other appraisal and commendation should include volunteer service in the assessment content. Article 8 March is the publicity month of learning from Lei Feng's volunteer service in the whole city, March 5 is the volunteer day, and April is the concentrated activity month of volunteer service. Chapter II Volunteers Article 9 The term "volunteers" as mentioned in these Measures refers to natural persons who have civil capacity suitable for their voluntary service activities and engage in voluntary service with their own time, knowledge, skills and physical strength.

Volunteers should have the capacity for civil conduct suitable for their voluntary service activities.

Minors with limited capacity for civil conduct, such as students, may, with the consent of their guardians or accompanied by their guardians, participate in voluntary service activities suitable for their age, physical and mental condition and intellectual condition. Tenth volunteers can register their identity information, service skills, service hours, contact information and other personal basic information through the volunteer service information system designated by the civil affairs department of the State Council, or through volunteer service organizations.

The basic personal information provided by volunteers should be true, accurate and complete. Eleventh volunteers enjoy the following rights:

(1) voluntarily applying to join or withdraw from a voluntary service organization;

(two) to obtain true, accurate and complete volunteer service information;

(three) according to their own wishes, time and ability, choose to participate in voluntary service activities;

(four) to obtain the necessary material conditions and guarantees for engaging in voluntary service activities;

(five) to receive knowledge and skills training and job training related to volunteer service activities;

(six) to supervise the work of voluntary service organizations and put forward opinions and suggestions;

(seven) when there are difficulties, give priority to voluntary service;

(eight) other rights stipulated by laws, regulations and the articles of association of voluntary service organizations. Twelfth volunteers shall perform the following obligations:

(1) Abide by laws and regulations, the articles of association of voluntary service organizations and the management system;

(two) accept the guidance and arrangement of voluntary service organizations, participate in the education and training carried out by voluntary service organizations, fulfill the commitment of voluntary service, and complete the work of voluntary service;

(3) If the volunteer service cannot be provided as agreed for some reason, it shall promptly inform the volunteer service organization or volunteer service object;

(four) respect the wishes, personality and privacy of the volunteer service object, and shall not disclose the personal privacy of the volunteer service object or damage the legitimate rights and interests of the volunteer service object;

(five) shall not be charged to the volunteer service object, in disguised form to collect remuneration, property, or seek other benefits;

(six) to maintain the reputation and image of voluntary service organizations and volunteers, and not to engage in profit-making or social morality activities by using the identity of volunteers;

(seven) other obligations stipulated by laws and regulations.
