Members of cult organizations who set themselves on fire and endanger public security shall be convicted and punished in accordance with the provisions of Article 114 and Article 115, paragraph 1, of the Criminal Law on the crime of endangering public security by dangerous means.

Cult refers to an illegal organization established under the guise of religion, qigong or other names, which deifies the ringleaders, confuses and deceives others, develops and controls its members, creates and walks superstitious heresies and harms society. Cults usually spread rumors under the guise of spreading religious teachings and saving mankind. The reasons for the emergence of cult organizations are as follows:

It is precisely by taking advantage of people's utilitarian psychology in belief and using the name of religion to fabricate fallacies and heresies that people with religious needs but without basic religious knowledge are tricked into the "cult kingdom". This is the basis of social demand for cults;

2. The legacy of feudal superstition. Many countries have experienced a long period of feudal social development. Feudal superstition has a profound historical foundation, spread widely and has various forms of expression. In China's feudal society of more than 2,000 years, superstitious ideas such as asking gods to descend to heaven, divination, drawing lots, divination, interpreting dreams, choosing a date, exorcising ghosts, making wishes, reading faces and telling fortune are difficult to eradicate in a short time, and are easily used by cult organizations. This is the ideological understanding and social psychological basis of cults.

Crimes of arson, breaking water, explosion, throwing dangerous substances, arson, breaking water, explosion and throwing poisonous, radioactive, infectious disease pathogens and other substances in a dangerous way, or endangering public safety in other dangerous ways, which have not caused serious consequences, shall be sentenced to fixed-term imprisonment of not less than three years but not more than ten years.
