I don't think it makes sense. It doesn't work for many people. The general meaning of this sentence is that two or three people who have no meat are insidious and not very honest with others. When something happens, they are likely to let others be their shield and run away when they get cold feet, so many people think that such people can't be friends and will bring great harm to themselves.

Actually, it doesn't make sense to say so. According to physiognomy, people who have no meat on their cheeks are generally impetuous and full of resentment towards others. This kind of person prefers to walk into a dead end and stand firm. Most of these people tend to think rationally. Being strict in doing one thing does not mean that these people are all bad people. Character cannot represent a person's heart. When we make friends, we should not only look at a person's personality, but also look at whether this person is kind-hearted. If a person is kind-hearted and may go to extremes, then such a person is also worthy of being our friend.

If a person has a Zhang Shanliang face but a vicious heart, such a person can't make friends even if we look comfortable. So we see if a person can become our friend, not from the face, but from the heart. I used to have a colleague who was ugly, too. At first, I felt uncomfortable looking at this person, which really gave people a feeling of scheming.

So when I talk to him, I am also prepared, but after a long contact, I will find that he is actually very kind and sincere to his friends. Slowly, we became good friends, and now we have been friends for more than half a year. He didn't do anything to disappoint us, but took care of us in life and work, so this sentence is not rigorous and can't represent everything.
