Provisions of Chengdu Municipality on Public Security Administration

Article 1 In order to maintain public order, ensure public safety and protect the legitimate rights and interests of citizens, legal persons and other organizations, these Provisions are formulated in accordance with relevant laws and administrative regulations and in light of the actual situation of this Municipality. Article 2 These Provisions shall apply to the following public places within the administrative area of this Municipality:

(1) Public places of entertainment: commercial dance halls, karaoke bars, discos, nightclubs, bars with singing and dancing performances, electronic game halls, etc. ;

(2) Public service places: sauna (center), beauty salon (gallery), massage service shop (center), teahouse, chess room, playground, video hall, bar (excluding singing and dancing performances), coffee shop, resort, Internet cafe, etc.

(3) Public sports venues: stadiums (gymnasiums), bowling alleys, billiards halls, golf courses, racecourses, gymnasiums, shooting ranges, swimming pools, skating rinks, etc.

(4) Other public places: theaters, bazaars, bus stations, stock exchanges, rental shops for audio-visual products, rental shops for books and periodicals, etc. ;

(five) temporary places for various large-scale cultural and sports activities, business activities, celebrations, exhibitions and other activities held in our city (including outdoor film and television drama shooting places);

(six) other public places that should be included in the administration of public security as stipulated by laws and regulations or decided by the Municipal People's Government.

Where the unit is open to the outside world, the administration of public security stipulated in the preceding paragraph shall apply.

Public security management of hotel industry shall be implemented in accordance with relevant regulations. Third city and district (city) county public security organs are the competent authorities of public security management in this Municipality.

Industry and commerce, culture, sports, press and publication, environmental protection, health, transportation, radio and television, construction, urban management and other departments should cooperate with the public security organs to implement these Provisions according to their respective responsibilities. Article 4 Citizens engaged in activities in public places shall abide by laws, regulations and rules.

Citizens reporting illegal and criminal acts in public places are protected by law. Fifth daily public security management, by the local police station is responsible for. Sixth public security personnel in the management of public security, should take the initiative to show their certificates.

Personnel in public places shall not refuse or obstruct public security personnel from performing official duties according to law.

When the public security organ finds that there are potential safety hazards in public places, it shall promptly put forward rectification suggestions to the legal representative or principal responsible person of public places; If there are serious problems such as unsafe hidden dangers, it shall be ordered to make corrections on the spot or within a time limit. Article 7 Public places shall meet the following safety requirements:

(a) the buildings and facilities meet the relevant safety technical specifications, and the signs of entrances, exits and evacuation passages are obvious and meet the safety requirements;

(2) The setting of fire control facilities conforms to the provisions of relevant fire control laws, regulations and rules;

(three) there are enough lighting equipment and emergency facilities to deal with sudden power failure, and the electrical equipment meets the safety standards;

(four) the safety conditions of public places required by other laws, regulations and rules.

Public places such as ticket offices, accounting rooms, computer rooms, garages, broadcasting rooms, power distribution rooms, boiler rooms, warehouses, valuables storage rooms, and articles storage places shall be equipped with safety technical prevention facilities in accordance with the provisions of the preceding paragraph.

In addition to meeting the requirements of the first paragraph of this article, water sports venues must also be equipped with ambulance facilities and qualified ambulance personnel. Article 8 After obtaining a business license according to law, a public place shall take the initiative to file with the local county-level public security department within 15 days.

Where a public place rebuilds or expands its business premises, or changes its premises, major facilities and equipment, investors, or changes the matters specified in its business license, it shall apply to the original license issuing authority for renewal of its business license and file with the public security department; If it is necessary to go through the registration of change, it shall go through the registration of change with the administrative department for industry and commerce according to law. Article 9 If there is one of the contents listed in Item (5) of Paragraph 1 of Article 2 of these Provisions, the organizer or organizer shall apply to the Municipal Public Security Bureau for safety review with written application, security work plan, and safety responsibility letter of the host place 15 days before the event is held. The Municipal Public Security Bureau shall make a written decision on approval or disapproval within 15 days after receiving the application, and notify the organizer or organizer. Failure to notify within the time limit shall be deemed as consent.

When large-scale mass activities are held with approval, relevant regulations shall be observed to prevent safety accidents. Article 10 Managers or operators of public places shall abide by the following provisions:

(1) When electrical equipment is temporarily added, corresponding safety measures should be taken;

(2) Places with limited personnel shall not be overcrowded;

(3) Safety facilities such as guardrails should be set up on dangerous sections and parts;

(four) the area where tourists, customers and spectators are forbidden to enter should be clearly marked;

(five) the sound level of audio equipment must meet the allowable standards of environmental noise in the region. Eleventh public places are strictly prohibited from the following acts:

(1) Fighting, insulting women, etc. ;

(2) Prostitution, whoring or organizing, forcing, luring, sheltering or introducing others to prostitution, whoring and other obscene activities;

(3) buying, selling, storing, transferring, using, smoking or injecting drugs;

(4) Gambling or providing conditions for gambling;

(five) fortune telling or other feudal superstitious activities;

(6) Producing, reproducing, selling, renting or disseminating obscene articles;

(seven) illegally carrying firearms, ammunition, controlled knives or inflammable, explosive, toxic, corrosive, radioactive and other dangerous goods;

(eight) other acts prohibited by laws, regulations and rules.
