In the 20th year of the Republic of China, out of the need of "encirclement and suppression" of the revolutionary base area led by the * * * production party, the Kuomintang designated Qiannan County as a safe county (including 8 counties of Longnan, Dingnan, Anyuan, Xunwu, Huichang, Shangyou, Chongyi and Dayu), which was directly under the Party and Government Committee of Nanchang Hangying of the Army, Navy and Air Force Command.
