Measures for the administration of the area in front of Hefei New Railway Station

Article 1 In order to strengthen the management of the area in front of Hefei New Railway Station and create a civilized, clean, safe and orderly environment in front of the station, these measures are formulated according to the relevant provisions of the Regulations of Hefei Municipality on the Administration of Urban Appearance and Environmental Sanitation, the Regulations of Hefei Municipality on the Administration of Urban Road Traffic and the Regulations of Hefei Municipality on the Administration of Urban Greening, combined with the actual situation of the area in front of the new railway station. Article 2 These Measures shall apply to the management of the area in front of Hefei New Railway Station.

The area in front of Hefei New Station: Tongling Road in the east, Linquan Road in the south, Zhanxi Road in the west and the new station building in the north. Article 3 These Measures shall be organized and implemented by the Management Committee of Hefei New Railway Station Comprehensive Development Experimental Zone. The management organization in front of the railway station established by the Management Committee of Hefei New Railway Station Comprehensive Development Experimental Zone (hereinafter referred to as the management organization in front of the station) is responsible for the daily management of the area in front of the station.

The relevant administrative departments of the Municipal People's Government may entrust the station management agencies to be responsible for the daily management within the scope of their functions and powers, and guide and supervise the law enforcement activities of the station management agencies. Article 4 The buildings and facilities facing the street in the station area shall conform to the city appearance standards stipulated by the national construction administrative department.

Plaques and outdoor advertisements shall be set up on buildings and facilities facing the street in the station area, and the opinions of the station management agencies shall be solicited, and the examination and approval procedures shall be handled at the relevant departments in accordance with the regulations, and the station management agencies shall be put on record. Fifth strictly control the temporary occupation and excavation of the road in front of the station. If it is really necessary to temporarily occupy or dig the roads in the station area, it shall be approved by the station area management agency and go through the examination and approval procedures at the municipal and public security traffic management departments in accordance with relevant regulations. Article 6 When carrying out engineering construction in the station area, the regulations on the management of city appearance on site shall be implemented, so as to achieve civilized construction and maintain environmental sanitation; After the completion of the project, the site shall be cleaned up in time. Seventh vehicles allowed to enter the station area should be parked at the designated place. Motorcycles, motor tricycles and human tricycles are not allowed to enter the station square to engage in business activities. Article 8 When taxis enter the square in front of the station to provide passenger service, they shall use special lanes to queue up at designated places, and shall not park outside the designated places. Ninth units, residents and pedestrians entering the station area must take care of all kinds of facilities, flowers and trees and environmental sanitation in the station area. Tenth units and individuals engaged in business activities in the station area, should operate according to law, are not allowed to have the following acts:

(a) short weight, buy and sell;

(two) in violation of price management, profiteering;

(3) Deceiving customers and soliciting customers savagely. Eleventh hotels, restaurants need to receive outbound passengers accommodation, should be unified in the designated area, are not allowed to receive outbound passengers in the station area. Twelfth crazy, silly, silly, beggars that affect social order, the station management agencies should deal with them in time through the public security and civil affairs departments.

It is strictly forbidden to engage in superstitious activities such as fortune telling and divination in the station area. Thirteenth station area environmental sanitation, should be cleaned regularly, cleaning all day.

The market in the station area is cleaned by the market organizer; Other streets and squares (excluding residents' courtyards) shall be cleaned by professional cleaning and cleaning units in front of the station.

The unit responsible for cleaning and cleaning in the station area shall set up full-time cleaning and cleaning personnel. Fourteenth units, underground shopping malls and individual industrial and commercial households in the station area should be responsible for the sanitation, greening and order management in front of their respective doors. Fifteenth public facilities in the station area shall be maintained by the facility setting unit. The maintenance unit of public facilities shall conduct regular inspections, and if it finds that public facilities are damaged, it shall replace them in time and keep them in good condition.

The station management institution shall strengthen the supervision over the maintenance of public facilities, and if the facilities are found to be damaged, it shall urge the maintenance unit to repair them in time. Sixteenth station management agencies in accordance with the provisions of the charge, should use the special bill printed by the financial department, into the management of extrabudgetary funds. Seventeenth in violation of the provisions of these measures, one of the following acts in the station area, the relevant administrative departments shall be ordered to correct and be punished:

(a) spitting, urinating, littering, scraps of paper, cigarette butts and other wastes, or scribbling, portraying or posting information advertisements on buildings and facilities, punishable by a fine of 50-65438 yuan;

(two) arbitrarily set up large-scale outdoor advertisements or hold social and cultural activities in the square, and impose a fine of 200-2000 yuan;

(three) damage to urban landscaping and facilities, a fine of 200- 1000 yuan, resulting in losses, shall be liable for compensation;

(four) unauthorized occupation of roads, square stalls, stacking operations, a fine of 50 yuan;

(five) unauthorized access to drains, street lamp power supply, punishable by a fine of 2000- 1000 yuan;

(six) engaged in the operation of motorcycles, three-wheeled motor vehicles fined 200 yuan, human tricycle 100 yuan fine, and temporarily detained the vehicle for one month.

In violation of the provisions of the preceding paragraph, the station management agency may punish according to the entrustment of the relevant administrative departments. Eighteenth in violation of the provisions of these measures should be given administrative penalties for public security, the public security department shall be punished according to the "Regulations of the people's Republic of China on administrative penalties for public security"; If a crime is constituted, criminal responsibility shall be investigated according to law.
