Article 2 All units and individuals in the Special Zone shall abide by these Provisions. Article 3 The term "public places" as mentioned in these Provisions refers to public gathering places formed by citizens engaged in entertainment, leisure, sports and business activities, including:
(a) business karaoke dance halls (including other business places with cultural performances and karaoke facilities), video projection points (venues, halls), playgrounds (parks) and electronic game rooms;
(2) Business bowling alleys (gymnasiums, gymnasiums), shooting ranges, golf courses, tennis courts, squash rooms and table (table) ball rooms;
(three) coffee shop (hall, room), bar, teahouse (room), hair salon, beauty salon, barber shop;
(four) business roller skating hall, gym (room), table tennis room, fishing house;
(five) cold drink room, restaurant (building), restaurant;
(6) theaters (venues), clubs, cultural palaces (pavilions, stations), art galleries, stadiums (pavilions) and swimming pools (pavilions, pavilions);
(7) Museums, art galleries, libraries and exhibition halls (halls);
(eight) all kinds of large markets, professional markets, shopping malls (shops), securities trading places;
(9) Places for festivals and religious activities;
(ten) temporary large-scale concerts, orders, exhibitions, trade fairs, material exchanges, talent markets;
(eleven) parks, squares, stations, docks, airports and scenic spots;
(twelve) other public places that the public security organs consider necessary to be included in the scope of public security management. Article 4 Public security management in public places shall follow the principles of strict management and ensuring safety. Fifth people's governments at all levels should strengthen the leadership of public security management.
Public security organs at all levels are the administrative departments in charge of public security management, and are specifically responsible for organizing the implementation of these Provisions.
Departments of industry and commerce, culture, health, sports, transportation, taxation, urban construction, environmental protection, radio and television at all levels shall, according to their respective responsibilities, strengthen the management of public places and assist public security organs in implementing these Provisions. Article 6 For the temporary holding of large-scale activities involving public safety, such as literary performances, sports competitions, order fairs, exhibitions, trade fairs, material exchange meetings, talent markets, etc., if the audience number is more than 2,000 or the cumulative number of participants is more than 1 10,000, the undertaking (undertaking) unit shall formulate an activity plan and a security work plan, and report to the municipal public security organ 20 days in advance, unless it is approved by the relevant department. Article 7 Business activities in public places must meet the following safety requirements:
(a) places with limited personnel shall not be operated over-manned;
(two) the emission noise shall not exceed the prescribed standards;
(3) The installation of circuits and the arrangement of electrical appliances meet the requirements for safe electricity use;
(four) must be equipped with sufficient lighting equipment, the necessary emergency light device;
(five) must be equipped with sufficient and effective fire fighting equipment;
(6) It is necessary to keep the safe evacuation passage unblocked;
(seven) holding large-scale public activities shall not hinder traffic;
(eight) private rooms (compartments) should have transparent doors and windows;
(nine) massage room should be transparent, the appearance can see the whole room, the door must be locked, not locked; Beauty salons shall not set massage beds (beds);
(ten) must be equipped with sufficient security forces to maintain order;
(eleven) other necessary safety conditions. Article 8 The legal representative or person in charge of the supervisor, organizer and business unit (including individual industrial and commercial households, the same below) of a public place is the person in charge of public security in the place, and is responsible for the following work:
(a) consciously implement the laws, regulations and rules of public security management, and do a good job in public security prevention and publicity;
(two) the implementation of various safety precautions;
(three) according to the actual needs, the establishment of security organizations, equipped with security personnel;
(four) consciously accept the inspection and supervision of the public security organs, actively assist the public security organs to maintain public order, stop illegal and criminal activities in time, properly protect the scene, and report to the public security organs in time;
(five) adhere to legal operation and civilized management, and shall not engage in illegal activities. Article 9 Non-local registered employees in public places must hold temporary residence permits issued by public security organs. Article 10 Employees in public places shall wear uniforms or work signs during business hours. Eleventh customers, spectators, tourists and other personnel who enter public places shall strictly abide by the laws, regulations and rules of the state, and abide by public order and social morality when engaging in activities in public places. Twelfth prohibit any unit or individual from committing the following illegal and criminal activities in public places:
(a) illegally carrying all kinds of guns, ammunition, controlled knives and inflammable, explosive, toxic, radioactive and other dangerous goods into public places;
(two) insulting women, fighting, picking fights, gambling, drinking and making noise;
(3) Prostitution, whoring, or organizing, forcing, luring, sheltering or introducing others to prostitution, whoring or other obscene and pornographic activities;
(4) Smoking, injecting, selling drugs, selling and disseminating reactionary, obscene articles and other contraband, buying and selling tickets or other securities;
(five) theft, fraud, extortion, looting of public and private property;
(6) various feudal superstitious activities such as fortune telling, divination, divination and reading;
(7) Other illegal and criminal activities.
