Chapter I General Provisions Article 1 These Measures are formulated in accordance with relevant laws and regulations and combined with the actual situation of this Municipality in order to maintain the operation order of urban and rural markets, protect the legitimate rights and interests of operators and consumers, and deal with various illegal acts according to law. Article 2 The term "urban and rural markets" as mentioned in these Measures refers to the wholesale and retail markets of urban and rural agricultural and sideline products in this Municipality. Article 3 All units and individuals engaged in market operations within the administrative area of this Municipality must abide by these Measures. Article 4 The administrative departments for industry and commerce at all levels are the supervisory and administrative organs for market operation.

Public security, taxation, price, standard measurement, health and other departments shall, according to their respective responsibilities, manage the market operation. Chapter II Market Operators and Scope of Business Article 5 All units and individuals with the ability to operate may engage in business activities in the market according to law.

Operators must apply to the administrative department for industry and commerce for registration and obtain a business license according to law, and shall not operate without a license. Article 6 Where an operator enters the market to set up a fixed booth for trading, he shall, in accordance with relevant regulations, apply to the administrative department for industry and commerce where the market is located for market registration and obtain a booth certificate with business license, booth use agreement and other documents.

Encourage farmers to sell their own agricultural and sideline products in the market. Article 7 Operators shall operate in approved booths or designated sites, and shall not set up stalls or operate in the market at will. Off-exchange trading is prohibited.

(seven) toxic, harmful, unclean, rotten food and poultry, livestock, animals, aquatic products and their products that died of illness, poisoning and unknown causes;

(eight) other commodities prohibited from listing by the state and the provincial and municipal people's governments. Chapter III Trading Behavior Article 10 Business operators shall follow the principles of voluntariness, fairness, honesty and credibility in market trading activities, abide by laws, regulations, rules and business ethics, and obey the management of market supervision and management organs and public security, taxation, price, standard measurement, health and other departments. Eleventh operators shall not have the following acts:

(a) monopoly of supply, dominate the market, buy and sell, and drive up prices;

(two) the use of unqualified measuring instruments or short scales;

(3) making misleading false representations about the goods sold;

(four) fortune telling, fortune telling and illegal art activities;

(seven) other acts prohibited by laws, regulations and rules.
