Film censorship regulations

Chapter I General Provisions Article 1 These Provisions are formulated in accordance with the Regulations on Film Administration in order to standardize film censorship, ensure film quality, protect the legitimate rights and interests of film producers and consumers, and promote the construction of socialist spiritual civilization. Article 2 The state practices a film censorship system.

Films that have not been examined and approved by the film censorship agency of the Ministry of Radio, Film and Television shall not be distributed, screened, imported or exported. Article 3 Film censorship as mentioned in these Provisions includes film content censorship and film art and technology quality censorship. Article 4 Movies mentioned in these Provisions refer to films of various forms and widths, including:

(1) feature films (including stage plays, dramas and art films);

(2) Documentary;

(3) science and education films;

(four) art films (including animation, puppets, newspaper clippings, etc.). );

(5) feature films;

(6) Other films. Chapter II Censorship Institutions Article 5 The Ministry of Radio, Film and Television shall set up a Film Censorship Committee and a Film Censorship Committee to be responsible for the examination and review of films. Article 6 The functions of the Film Review Committee are:

(1) Review of films submitted for review;

(two) put forward opinions on the revision and deletion of the films submitted for review;

(3) to make a decision on examination. Article 7 The functions of the Film Review Committee are:

(a) to guide the work of the film review committee;

(two) to accept the application for review submitted by the submitting unit, review the film and make a review decision. Chapter III Standards of Examination Article 8 The State advocates excellent films with profound creative ideas, exquisite art, excellent production, which are loved by the masses and have strong attraction and appeal. Article 9 A film shall not contain the following contents:

(a) Endangering the unity, sovereignty and territorial integrity of the country;

(2) endangering national security, honor and interests;

(3) Inciting national division and undermining national unity;

(4) divulging state secrets;

(5) Propagandizing improper sexual relations, seriously violating moral norms, or being obscene in content, having strong sensory stimulation and tempting depravity;

(6) propagating feudal superstitions, confusing people and disturbing public order;

(7) exaggerating homicide violence, inciting people to despise legal dignity, inducing crimes and undermining social order;

(8) Defaming or insulting others;

(nine) other contents prohibited by the state. Article 10 Any individual plot, language or picture in a film that contains the following contents shall be deleted or modified;

(a) adulterated with obscene and vulgar content, which does not conform to the moral norms and audience appreciation habits;

1. Inappropriate narration and description of sex and sex-related plots, with naked male and female bodies on the front;

2. Describe the improper relationship between men and women such as extramarital affairs and unmarried cohabitation with a positive attitude;

3. Describing corruption in detail may induce people to follow suit;

4. Long-term kissing and caressing shots and pictures in bed and bathroom cause strong sensory stimulation;

5. Describe fornication, rape, prostitution, whoring, homosexuality, etc.

6. Dialogue with vulgar content and low interest;

7. Vulgar and low-level background music and dynamic sound effects.

(2) Mixed with murder and violence:

1, beautify the image of criminals and arouse people's sympathy and appreciation for criminals;

2. A detailed description of criminal means and details may induce and encourage people to imitate criminal acts;

3. Stimulate killing, drug abuse, gambling and other pictures;

4. Describe the bizarre and absurd cruel violence against humanity.

(three) mixed with the content of promoting feudal superstition:

1, describing in detail fortune-telling, asking God for divination, and burning incense, worshipping God and worshipping things for a long time;

2, promote the omnipotence of religion, the supremacy of religion, and show the plot of religious fanaticism.

(four) may cause international, ethnic and religious disputes;

(5) Pictures and plots of destroying the ecological environment and wantonly killing rare wild animals;

(six) other contents that should be deleted and modified. Article 11 The technical quality of films shall be inspected in accordance with national standards. Article 12 A film that has obtained a film distribution license shall be resubmitted for trial under the following circumstances:

(1) changes in the situation;

(2) name change. Chapter IV Review Procedures Article 13 After the film production is completed, the film production unit shall submit it to the Film Review Committee for review. The film import business unit shall report to the TV Review Committee for review after handling the temporary import procedures of films.

The submitting entity shall pay the examination fee in accordance with the provisions of the state. Article 14 The review of domestic films (including co-productions) can be divided into mixed recording and standard copy review. The review of imported films is divided into original copy review and translated copy review. Fifteenth submitted to the domestic film mixed recording shall submit the following objects and materials:

(1) mixed recording of dialogue films;

(two) review the application, including:

1, film title, original content, content summary, creator;

2. Submit the preliminary opinions of the unit;

3. Review opinions of the provincial film authorities where the submitting unit is located.

(3) The complete version of the film, including the length, content, dialogue, subtitles and the number of shots;

(4) A copy of the copyright authorization of the original author of the adapted work.

Chinese and foreign co-productions shall also submit the review opinions of China Film Co-production Company, a copy of the co-production contract and a copy of the financing contract.
