Regulations of Jiangsu Province on the Administration of Public Security
(a) cultural, entertainment and sports venues;

(ten) other places where public security management of social, economic and folk activities should be carried out.
The specific scope of application of items (1) and (2) of the preceding paragraph shall be stipulated separately by the provincial public security department. Third people's governments at all levels should strengthen the leadership of public security management.

Industrial and commercial administration, culture, sports, health, urban management, urban construction, gardens, environmental protection, transportation, commerce, tourism, radio and television, public utilities and other departments or units. Should be in accordance with their respective responsibilities, cooperate with the public security organs to strengthen public security management.
The competent department at a higher level in public places is responsible for urging subordinate units to implement the public security management measures stipulated in these regulations. Article 4 In public places, citizens must abide by the laws and regulations of the state and help maintain public order in public places. Citizens to stop and report illegal and criminal acts in public places are protected by law. Chapter II Administration of Public Security Article 5 The building, fire control, lighting, property storage, alarm, sightseeing and entertainment facilities in the office must meet the safety requirements. Specific safety conditions shall be implemented in accordance with relevant state regulations. Article 6 Local people's governments may organize public security, industry and commerce, taxation, urban management, health and other departments to set up joint management committees to maintain public order and other order in large non-commercial public places with complicated public security situation.
Large-scale and complex public security business premises shall be equipped with corresponding joint defense security personnel to maintain public order. Article 7 The establishment of public places in Item (1) and Item (2) of Paragraph 1 of Article 2 of these Regulations shall be subject to safety audit by public security organs at or above the county (city) level, and a safety certificate shall be issued.
If a business unit in a public place closes down or changes jobs, it shall go through the cancellation procedures of the safety qualification certificate at the public security organ that conducted the safety review; When the person in charge of public security or the business project changes, the change procedures should be handled in time. When leasing, division or merger, the corresponding procedures should be handled again.
After receiving a written application for obtaining a safety certificate, the public security organ shall issue a safety certificate or make a written decision not to issue a safety certificate within fifteen days. If the applicant fails to issue the safety certificate within the time limit or refuses to accept the written decision, he may apply for reconsideration to the public security organ at the next higher level within one month after submitting the written application. Article 8 If the number of participants in the activities listed in Item (9) of Paragraph 1 of Article 2 of these Regulations is less than 10,000, the organizer shall submit a written application to the local county (city) or district public security bureau 20 days before the event is held; If the number is more than 1 10,000, a written application shall be submitted to the local municipal public security bureau.
After receiving the application, the public security organ shall examine it fifteen days before the application date and notify the organizer in writing of the decision of approval or disapproval. If the license is not granted, the reasons shall be explained. If no written notice is given within the time limit, it shall be deemed as permission.
If the organizer refuses to accept the decision of disapproval, it may apply to the public security organ at the next higher level for reconsideration within 15 days from the date of receiving the written notice.
The public security organ shall formulate a security plan for the permitted activities; In case of emergency during the activity, emergency measures shall be taken in time in accordance with relevant regulations until the activity is ordered to stop, and the organizers and participants shall obey. Ninth large-scale temple fairs and other traditional folk activities, by the local people's government to determine the relevant departments responsible for maintaining public order. Tenth business activities in public places must meet the following safety requirements:
(a) places with limited personnel shall not be operated over-manned;
(two) the noise shall not exceed the prescribed standards;
(three) the brightness of the light shall not violate the prescribed standards;
(four) without the approval of the local public security organs, fireworks shall not be set off;
(five) shall not obstruct the traffic;
(six) are not allowed to operate or place items on the safe evacuation route;
(7) Where it is necessary to work overtime or overnight in the activities in Items (1) and (9) of the first paragraph of Article 2, it shall be approved by the public security organ that conducts the safety review;
(eight) in the eye-catching position posted the audience (customers, tourists) notice, publicize the relevant safety regulations. Eleventh the following acts are strictly prohibited:
(1) Prostitution, whoring and organizing, forcing, luring, sheltering or introducing others to prostitution;
(2) Taking or injecting drugs;
(3) Selling or disseminating obscene articles, illegal publications and other contraband;
(four) fighting, affray, insulting women;
(five) theft, fraud, extortion, looting of public and private property;
(6) gambling;
(seven) divination, divination, fortune telling and other feudal superstitious activities;
(8) Illegally carrying or selling firearms, ammunition, controlled knives, inflammable, explosive, toxic, radioactive and other dangerous goods;
(nine) reselling tickets, tickets, tickets for cultural and sports activities or other securities;
(ten) defacing cultural relics, monuments, sculptures or building facilities;
(eleven) other acts that disrupt public order or hinder social weathering.
