Measures of Ningbo Municipality on the Administration of Places of Religious Activities

Article 1 In order to protect normal religious activities, safeguard the legitimate rights and interests of places for religious activities, and facilitate the management of places for religious activities, these Measures are formulated in accordance with the Constitution of People's Republic of China (PRC) and relevant laws and regulations, combined with the actual situation of this Municipality. Article 2 The places for religious activities mentioned in these Measures refer to Buddhist temples and temples that conduct religious activities according to law. Taoist temples, Islamic mosques, Catholic churches, Christian churches and other fixed places for public religious activities. Article 3 These Measures shall apply to the administration of places of religious activities within the administrative area of this Municipality. Article 4 Places for religious activities and the legitimate rights and interests of normal religious activities in places for religious activities are protected by law, and no organization or individual may infringe upon or interfere with them. Fifth city and county (city), the district religious affairs department is the administrative department in charge of the management of religious activities, responsible for inspection, supervision, guidance and coordination of the implementation of these measures.

City and county (city), the relevant departments of the District People's government and the Township People's government shall perform their respective management duties in accordance with the provisions of these measures. Article 6 To establish a place for religious activities, an application must be filed in accordance with the law, and after approval, the registration formalities must be completed. Without approval and registration, no organization or individual may set up a place for religious activities without authorization. Article 7 The construction of sites for religious activities must conform to the relevant provisions of the state. If it is really necessary to build or rebuild a place for religious activities, the county (city) and municipal people's governments shall report it step by step, and it shall be audited by the provincial religious affairs department and submitted to the provincial people's government for approval. Article 8 The termination, merger, relocation and change of registration of sites for religious activities shall go through the formalities with the original registration authority. Where the site is terminated, its property shall be disposed of in accordance with the relevant provisions of the state. Article 9 A management organization shall be established in a religious activity site. The management organization is elected by local religious personnel and religious citizens and reported to the local religious affairs department for approval.

Religious personnel should love their country and religion, abide by discipline and law, strictly observe religious rules, have corresponding religious knowledge and have a certain prestige among religious citizens. Article 10 The management organizations of places for religious activities shall implement democratic management, establish and improve various management systems such as property, and accept the guidance of relevant departments of the people's government. Eleventh venues for religious activities management organizations should educate religious citizens to love their country and abide by the law, abide by the management system of venues for religious activities, protect cultural relics, buildings, facilities and gardens in the venues according to law, and do a good job in public security, fire control and sanitation. Article 12 The household registration of the permanent population and foreign temporary population in places of religious activities shall be handled by the management organization of places of religious activities in accordance with the relevant provisions of the state on household registration management, and reported to the local religious affairs department for the record. Thirteenth places for religious activities shall be subject to the annual inspection by the religious affairs department in accordance with the relevant provisions of the state. Fourteenth religious citizens to hold religious activities, should be held in places for religious activities or approved by the religious affairs department, presided over by religious personnel or personnel who meet the prescribed conditions.

The religious activities mentioned in the preceding paragraph refer to religious citizens' activities such as worshipping Buddha, chanting, ritual and repentance, fasting, swearing, praying, worshiping, preaching, baptism, mass, dying mourning, mourning and religious festivals. Article 15 Religious activities shall abide by national laws and regulations. No one is allowed to engage in activities that undermine national unity, national unity, social stability, damage citizens' health and hinder the national education system by using places for religious activities. Religious personnel of this Municipality who preside over cross-county (city) or district religious activities shall obtain the consent of the religious group where the religious personnel are located and the religious group of the county (city) or district hosting the religious activities, and the religious group shall report to the county (city) or district religious affairs department for the record. Eighteenth foreigners to participate in religious activities in this city, should abide by the "Regulations of People's Republic of China (PRC) on the administration of religious activities of foreigners in China". Nineteenth religious training classes held in places of religious activities shall be audited by the municipal religious groups and reported to the municipal religious affairs department for approval. Article 20 No organization or individual may preach outside places for religious activities. Twenty-first places for religious activities shall not carry out divination, fortune telling, fortune telling, exorcism or medical treatment. Twenty-second places for religious activities may accept property donated voluntarily by citizens and organizations.

Sites for religious activities accept donations from overseas religious organizations and individuals, which shall be handled in accordance with relevant state regulations. Twenty-third in places for religious activities, religious activities management organizations can operate and sell religious articles, religious works of art, religious books and periodicals published according to law, and religious audio-visual products in accordance with the relevant provisions of the state. Article 24 The property and income of a place for religious activities shall be managed and used by the management organization of the place, and no other unit or individual may occupy or use it for free. Twenty-fifth sites for religious activities management, use of land, forests, houses, etc., should be in accordance with the relevant provisions of the state by the site management organization or its religious groups to obtain documents.
