Why don't Lichuan people say they are Enshi people?

Lichuan belongs to Lichuan City. Enshi is a Tujia and Miao Autonomous Prefecture, so it won't be called Enshi.

Lichuan City, which belongs to Enshi Tujia and Miao Autonomous Prefecture, Hubei Province, is located in the southwest of Hubei Province, bordering Sichuan and Chongqing in the west, Enshi in the east, Xiaoxiang in the south, Three Gorges in the north, and four counties and two districts in Chongqing. Lichuan is the largest and most populous county-level city in Enshi Tujia and Miao Autonomous Prefecture, with fertile land and rich products, and is known as "Silver Lichuan" and "Hometown of Gong Mi".

Enshi refers to Enshi Tujia and Miao Autonomous Prefecture. Enshi Tujia and Miao Autonomous Prefecture is an autonomous prefecture under the jurisdiction of Hubei Province, with its capital in Enshi. Enshi is located in the southwest of Hubei province, at the junction of Hubei, Hunan and Chongqing provinces.
