The wheel of fortune is the ninth card in the tarot deck.

At the moment when the goddess with white cloth over her eyes raised her hand, the wheel of fate turned, and someone was on the top along the wheel, while the person on the top fell to the lowest point.

The wheel turns, but the goddess can't see anything.

In other words, fate is unpredictable, but there must be results.
