Internal structure of Fuzhou Planning Bureau

There are seven functional departments.

(1) office

Responsibilities: Responsible for overall coordination of government affairs and supervision of major issues; Responsible for receiving, distributing and processing official documents, undertaking matters instructed by the leaders of the Bureau and the administrative seal of the Bureau; Responsible for secretarial, archival information, cadre and personnel, organization establishment, family planning and suggestions of the Municipal People's Congress and CPPCC; To be responsible for the financial affairs of the bureau and the management of state-owned assets. Guide the financial work of subordinate units, and audit and supervise the use of their funds; Responsible for the establishment and implementation of security, vehicle management, logistics support and various administrative rules and regulations.

(2) Supervision Office

Responsibilities: Organize and implement the principles, policies and resolutions of the Municipal Commission for Discipline Inspection, the Municipal Supervision Bureau, the discipline inspection team stationed in the ministries and agencies, the supervision room and the party group of the Bureau on the anti-corruption struggle and the building of a clean and honest party style, make work arrangements in light of the actual situation, be responsible for the daily work of the Office of the Leading Group of the Bureau and the Office for Rectification, and organize and guide the publicity and education on the overall building of a clean and honest party style and anti-corruption work. Supervise and inspect the implementation of national laws, regulations, guidelines, policies, decisions and orders by the objects of comprehensive administrative supervision, and organize and guide the law enforcement and discipline work of comprehensive administrative supervision.

(3) Engineering Department

Responsibilities: Responsible for the preparation, adjustment, revision and approval of the overall urban planning, zoning planning and detailed planning, and comprehensively coordinate and balance the planning of other professional systems; Responsible for organizing planning and design bidding and scheme review; To examine and approve the detailed planning approved by the Municipal Urban Planning Bureau; Responsible for the administrative management, qualification examination and dynamic management of the city's planning and design industry; Participate in the formulation of river basin planning, regional planning, overall land use planning, social and economic development planning, construction planning and land use planning within the city; Responsible for the coordination of urban planning and design, large-scale topographic maps and multi-purpose mapping of topographic maps in urban planning areas, review urban survey reports, achievements and mapping, and supervise and inspect the centralized management of survey results and data; Responsible for planning technical work; Assist bureau leaders to deal with major technical problems; Responsible for technical reconsideration of planning management approval; Responsible for answering and handling technical questions about planning and management inside and outside the bureau; Responsible for staff planning business training; Responsible for the management of books and technical materials.

(4) Land Use Planning and Management Section

Responsibilities: responsible for coordinating the examination and approval of construction project planning, reviewing and replying to the examination and approval opinions of construction project planning; Responsible for the examination and approval of land use design and scheme planning of construction projects; Responsible for the planning and management of construction land, determine the site selection and location of construction projects, put forward planning and design conditions, and issue the Opinions on Site Selection of Construction Projects and the Planning Permit for Construction Land; Participate in the annual land use plan, real estate development plan and urban construction project arrangement in the urban planning area, and cooperate with the investigation and punishment of illegal land use.

(5) Engineering Planning Management Section

Responsibilities: responsible for approving architectural design scheme; Review the architectural design and construction drawings, issue the construction project planning permit and temporary construction project planning permit, and verify the architectural positioning; Responsible for the planning and management of urban landscape (including the quantitative examination and approval of urban sculpture and urban beautification); Participate in the preliminary examination of the planning and construction scheme of large and medium-sized buildings in the urban planning area; Supervise and inspect the publicity of the construction unit after examination and approval; Participate in construction project planning, line inspection and completion acceptance.

(6) Municipal Engineering Planning Management Section

Responsibilities: Comprehensively coordinate the planning and construction of municipal engineering in urban planning area, and participate in the arrangement of annual urban construction projects; Responsible for reviewing the planning and design scheme of municipal engineering projects; Participate in the joint review of the preliminary design of municipal engineering, issue opinions on the site selection of municipal construction projects, and verify the planning permit of municipal construction projects; Responsible for the post-approval planning and management of municipal engineering projects under construction; Responsible for organizing the planning, completion and acceptance of municipal engineering construction projects.

(7) Planning Supervision Section

Responsibilities: Responsible for the supervision and inspection of construction projects approved by administrative license, and promptly investigate and deal with the construction that violates the approval provisions; Responsible for organizing the planning acceptance and completion acceptance of construction projects, and issuing the "Construction Project Planning Acceptance Certificate"; Responsible for the management of construction project planning files; Responsible for accepting cases reported by the masses in violation of the provisions on construction examination and approval; Responsible for coordinating and handling related construction disputes; Responsible for the administrative reconsideration, administrative litigation and legal publicity and education of the planning and management of counties (districts) in the city.
