Fengtai County is located in the middle reaches of Huaihe River, on the southern edge of Huaibei Plain, with latitude of 32-33 degrees north and longitude of 1 16 degrees east. It was called Zhou Lai in ancient times, also known as Cai Xia. There is a record in Records of the Qing Dynasty: "There is a Phoenix Terrace in the county.
