Can't locals go to the Luojia Temple in Shishi?

Locals can go to temples.

Luojia Temple is located near Binhai East Road, shishi city, Quanzhou City, Fujian Province. It's a temple built on a reef by the sea, close to the coast. At high tide, the sea will drown the part connecting the beach. The temple is open to the public all the year round, and both locals and outsiders can go. Luojia Temple, known as the "floating temple on the sea", originated from Putuo Mountain in Zhejiang Province.
