What are the mandatory rules?

Legal norms that stipulate that people must do something. It includes two factors: hypothesis and sanction or treatment. According to the above two components, it can be divided into protective norms and regulatory norms.

Mandatory norms refer to norms that stipulate people's positive obligations, that is, people must or should do certain behaviors. Their expressions in legislation are: obligation, need, should and must.

Prohibitive norms refer to norms that stipulate people's negative obligations (obligations of omission), that is, norms that prohibit people from doing certain behaviors. Their expressions in legislation are: "Prohibition …", "No …" and "Prohibition …".

Other prohibitive rules:

First, if a specific behavior pattern and a specific behavior consequence are prohibited, then the behavior should be absolutely invalid;

Second, if the law only prohibits a specific behavior pattern or the way to realize a specific behavior pattern, but does not stipulate the corresponding legal consequences, then it cannot simply determine that the behavior is absolutely invalid, but needs to be comprehensively considered in combination with the subject, object and content of the behavior prohibited by the prohibitive norms.
