This article is about organizing and participating in superstitious activities.

This paper is divided into three sections. The first paragraph stipulates that those who organize superstitious activities, including planning, leading and directing superstitious activities, shall be punished by revoking their posts within the Party until they are expelled from the Party. The second paragraph stipulates that those who participate in superstitious activities and cause adverse effects shall be given a warning according to the circumstances until they are expelled from the party. The third paragraph stipulates that participants who do not know the truth may be exempted from punishment or not be punished if they do show repentance after criticism and education.

Organizing and participating in superstitious activities refers to party member's organizing and participating in superstitious activities such as jumping out of the gods, fortune telling, chanting scriptures, praying to God and worshiping Buddha, and should be investigated by the party discipline according to the party's internal laws and regulations. The constitutive requirements of this kind of violation of discipline are:

First, the object of infringement is the advanced nature and purity of the party.

Second, the disciplinary subject is a general subject, that is, any party member with the ability of party discipline responsibility can be constituted.

Third, subjectively, it is intentional, that is, the actor knows that it is organizing and participating in superstitious activities, which harms the interests of the party, the state and the people, and still hopes or allows the harmful results to happen.

Fourth, objectively, it is manifested as organizing superstitious activities such as praying to God and worshipping Buddha or participating in the above superstitious activities and causing adverse effects. It mainly includes two specific manifestations. One is to organize superstitious activities. "Organization" here refers to planning, leading, directing and implementing superstitious activities. "Superstition activities" include not only feudal superstition activities, but also other forms of superstition activities, such as burning incense and seeking God to eliminate disasters, getting rid of diseases and getting rich. The second is to participate in superstitious activities. The "participation" here refers to the behavior of voluntary participation knowing that it is a superstitious activity. Participation in superstitious activities needs to have a bad influence before disciplinary action can be taken. "Adverse influence" mainly refers to taking part in superstitious activities, causing public discussion and affecting the image of party member.

It should be pointed out that:

1. It is necessary to distinguish between organizing and participating in superstitious activities and using superstitious activities to undermine the implementation of national laws, defraud money, disrupt social management order and endanger the lives of others. The latter may violate the provisions of Article 27 of the Law on Public Security Administration Punishment and constitute an illegal act; In violation of the provisions of Article 300 of the Criminal Law, which constitutes the use of superstition to undermine national laws and commit crimes, and it is necessary to investigate the party discipline responsibility of the relevant personnel, it shall be handled in accordance with the provisions of the General Regulations on Disciplinary Actions against Party Discipline and Political Discipline on the connection between discipline and law.

2. It is necessary to distinguish violations from participation in general folk activities and normal religious activities. Some folk customs and activities with historical and cultural traditions and ethnic and regional characteristics cannot be regarded as superstitious activities. If party member is really uncomfortable organizing or participating in these activities, he should give priority to criticism and education.

Religious groups engaged in normal religious activities, such as organizing prayers and preaching doctrines and classics, should not be regarded as engaging in feudal superstitious activities.

Party member occasionally goes to temples, Taoist temples, churches and other legal places for religious activities, or participates in religious ceremonies with the approval of the organization due to work needs, which cannot be regarded as participating in superstitious activities.
